As the buyer you are liable for Document Stamp 1.5%, a Transfer Tax of 0.5%, plus registration fees worth about 0.1%. That's about 2% in total.
However, sellers often list the net amount they want as the sales price, which means they will ask you to pay their taxes (such as the Capital Gains Tax). In these cases they will say they want X pesos "limpyo" or net. For instance, if a seller wants one million pesos net, you will be paying between an additional 60,000 and 175,000 pesos as well as your own taxes.
